Programme Management


The Programme Management Division provides advice on the general business needs of the local government sector.

The division works with County and City Management Association business committees on building sectoral approaches to the business challenges facing the sector particularly in the areas of:


The housing team supports the Housing and Building committee of the CCMA through a programme management role within the committee and associated working groups to provide added value through business analysis and development. The team also provides liaison and effective engagement with external bodies on issues affecting the sector so that relevant actions can be taken by Housing and Building Committee in a timely fashion.

Support is also provided by the team to the Strategic ICT Housing Programme Board in developing a road map for the supply of ICT services to the local government sector to deliver housing services efficiently and effectively.​

The team are also the contract manager for iHouse and HAP Web API software services, liaising with the local government sector to ensure a high quality service is delivered by the vendors.

The housing team is currently running a project to ensure the compliance of Local Authorities under the Credit Control Act 2013 with respect to the Central Credit Register. This involves local authorities supplying details of credit agreements and checking the credit history of future applicants.

The team is working with Cork City Council and the Dept. of Employment Affairs and Social Protection on improvements in customer services through data exchange in relation to the provision of housing supports.


The planning section currently supports and maintains a number of systems which are used by planning authorities for assistance in the administration of the planning function. ​

These systems cover:

  • Preplanning consultations (PrePlan)
  • Processing of planning applications from receipt to determination (iPlan)
  • The enforcement of planning decisions to control unauthorised development (Enforcements)
  • The online planning enquiry system (ePlan)

These systems ensure adherence to the planning legislation in force in the Republic of Ireland, generating date deadlines as required through the planning process.

They are also integrated with other systems, using a unique identifier to link the systems.  The types of systems they integrate with are:

  • Document Management (iDocs)
  • Geographical Information System (GIS)
  • Financial Management Systems (Agresso)
  • Online Planning Enquiries
  • Electronic interaction with Government Departments

The Planning section is currently working with a number of vendors on the development of an Online Planning System. This will allow applicants to apply for planning permission via a web portal and attach scanned documents to support the application. It will be a fully automated process and will also integrate with the back-end systems in use in the Irish authorities i.e., iPlan, APAS and Odyssey. When delivered, the system will integrate with An Bord Pleanála system regarding appeals. 

We are also working with the Department of Housing, Planning and Local Government to replace the current E-Count software, which manages poll data in the run up to, during and post polls.


The transportation unit works with the local authorities' Road Management Office and the Department of Transport Tourism and Sport (DTTAS) on the development, support and maintenance of two key national ICT systems:

  • MapRoad Pavement Management System (MapRoad PMS); a centralised road asset management system for the local authorities
  • MapRoad Roadworks Licensing System (MRL); a centralised system for the management and processing of road opening licences


The LGMA manages the development and maintenance of the Protect Our Water (POW) septic tank registration system.​​​​​
Currently new legislation is being enacted that will remove the requirement for re-registration.


The LGMA are the contract managers for the DJEI sponsored National Integrated Licensing System. The LGMA also liaises with DJEI and the local authority sector on the 'Bringing all Business Services Online by November 2017' EU directive.​​​​


Continued Bureau service is provided through the LGMA shared service for the local authorities.

Non Principle Private Residence (NPPR): The total sum processed to date since 2009 in relation to the NPPR Charge is €577m. The 2017 YTD figure is €27m and this represents 76% of the total processed in 2016 which was €35.7m.

Protect Our Water (POW): There are 463,274 Protect Our Water registrations.  This is an 87% rate based on the 2016 census figures.
The legislation for re-registering is currently been drafted by the DHPCLG.. There will be no requirement to re-register and existing certificates of registration will remain valid.
